Default 2003 WR 250F Carb Question

I just bought an 03 wr250f with reportedly under 300 miles on it. The seller had taken it on trade a yr ago and never rode it - looks to be in great shape -the seller was a gear head and tinkerer. He replaced the stock carb with an 06 YZ carb (just because he had one laying around). Anyway - with a quick twist of the throttle the bike sort of has a flat spot and then revs up - with a smoother roll on of the throttle the bike revs up no problem - I'm thinking it might be a jetting issue?

Any thoughts or suggestions?

Thanks in advance - this is my first bike in a long long time, so any suggestions or advice would be appreciated.

If plug is brownish after engine kill test at WOT jet is good. Then try adjusting mid range with needle clip.
