Default HELP with 82 virago

I purchased this bike 1 yr ago and its my project bike. But i cant seam to figure out how to get this off. The guy that owned it before me had a veter fering on it and it was cracked all the way up the side. The bike was obviously dropped at one point in time and I'm trying to un cobble what he cobbled up. This was to be I am to assume the brace for the fering, or at least thats what it was attached to when I bought it, Dose anyone have any idea how to take it off. I dont mean to sound stupid but this looks like crap and I gotta get it off. Its driven me nuts
