Default Banshee Compression

recently put together a 99 banshee. the bike is completly stock. i have spark. and fuel. i was tryin to start it and it was spittn and sputtern like it wanted to fire. then all of a sudden it was easy to kick. so i checked compression and it was low. round 90 psi. so i replaced to rings. checked compression and it was round 115. so tried starting it again and it would act like it wants to start then it was easy ti kick, checked compression it was low again. was wondering if a sticking reed could cause this maybe worn cylinders? i figured if it had low compression it should still start. any help would be awesome. please and thank you.
