40 hp speedo question

I have a 2003 40hp 2-stroke outboard, my speedometer is not working. any ideas thanks

I read somewhere that there is a port on the foot and either water or air is pushed threw to make speedo move. That line could be stopped up. Funny, my father just bought a new boat with 60 hp yamaha on it and his doesnt work til he gets to 28 mph
