Default Contact Breaker Cover plate screws

Im at a point that I know if I don't as someone who knows I'm gonna break something important.

The instructions in the manual say to remove the two screws from the Contact Breaker Cover. That is self explanatory, the problem is one screw has a phillips head and the other is just flat (I will be uploading pictures as soon as I can). I just don't want to tear anything up.

This is on a XS400H Special II (4R5)

More Pictures available, this is the bolt in question. I would prefer not to drill it out, but can if I have to.

Ok so I gave up on the Contact Breaker cover for the moment and decided to check out a missing piece in the alternator inner cover (see pics). when I looked into the sizable hole I saw that the chain was off the gear.

The reason the bike was initially parked over 10 years ago was because the transmission randomly locked up.

I removed the bolts and pulled the case off, when i did the chain fell along with a very worn/chewed up starter motor sprocket. (again pics) I believe the chain somehow came off and that is the reason for it randomly locking up. The piece that was broken out off of the inner cover has some marring that seems to match up with the chain.

My question now is should I pursue this further or just replace the cover and starter motor sprocket, possibly starter as well?

I do have experience as a mechanic, unfortunately I've only worked on cars. This is the first motorcycle that I've ever worked on so any advice is appreciated.

I decided that since I couldn't get the cover off that I should move on before I broke something. At this point all I need is to get the carbs back together and fire it up!!
